Dili, on September 26, 2018, The United State’s Millennium Challenge Corporation  (MCC) Team Leaders in Timor-Leste met with Executive Secretary of Human Capital Development Fund (HCDF/FDCH), Mr. Isménio Martins da Silva in his office of FDCH which located in the Former Building of Ministry of Finance next to the National Parliament House to discuss and gather some information and data regarding on the role and performance of FDCH in ensuring the sustainability of Human Resource Development in Timor-Leste.

One of the team leader of MCC, Ms. Catherine Forle, Senior Operational Consultant of MCC said that The United State of America Government has set up some funds to help low-income countries in the world, include Timor-Leste that are committed to good governance, free economy and starting to invest in their communities.

A part of that, Ms. Catherine also said that their government through MCC program in Timor-Leste would allocate funds with the amount around  two millions of US dollars for 5 years with the main objective is to facilitate the following four programs such as 1) Public Finance Management, 2) Business Enabling Environment, 3) Nutrition and 4) Human Capital.

On the other hand, Mr. da Silva said that he himself would bring these ideas to discuss first with His Excellency Minister of Higher Education, Science and Culture, Mr. Longuinhos dos Santos to see the contribution that would be given  by HCDF/FDCH-MESCC in term of Development of Human Resources in Timor-Leste.

The Top Leader of HCDF/FDCH, Mr. da Silva said that In his part, he would discuss it first with His excellency Minister of MESCC to see weather MCC with MESCC could reach a good agreement on  investment in the field of Human Resources Development in Timor-Leste.

The participants in this meeting were Mr. Mariano do Carmo, the representative of Timor-Leste government for MCC programs, Ms. Hanna and Mr. Brat, MCC representative in Timor-Leste, Mr. Henrique do Rosario, Coordinator of HCDF/FDCH’s Management and Information System, Mr. Filomeno R. dos Santos Lay, Coordinator of Planning, Research, Inspection and Verification of HCDF/FDCH, Mrs. Leila Carceres dos Santos, Coordinator  of Administration, Finances and Internal Human Resources under the Human Capital Development Fund (HCDF/FDCH) and some other Chief Departments.
