Its purpose is to support all training activities relating to skill development in Timor-Leste that with the help of the government may contribute to the economic development of the country and address market needs. The programme also supports the training of youth as skilled labour to work overseas, especially in construction, hospitality/hotel services, horticulture, fisheries, agriculture, etc., and training of trainers’ activities and basic level training in languages and mathematics.

This programme covers essentially training programmes for civil servants of all government agencies, in line with the priorities set in the Strategic Development Plan promoted by the Prime Minister of the RDTL.

Scholarships are designed for the general public, public servants and children of veterans, and are granted based on merit. There are currently 5 (five) ministries granting FDCH-funded scholarships;

Training for young teachers at university and technical-vocational level, in the area of health, training for the Police Force (PNTL), Defence Force (F-FDTL), specific training for judges, magistrates, and in other specialised fields pre-approved by the Fund’s Board of Directors.
