DILI,18/05/2017 (FDCH) – The Prime Minister (PM) Dr. Rui Maria de Araújo, the Head of the Board of the Human Capital Development Fund (FDCH), H.E Mr. Kay Rala Xanana Gusmão, and the permanent members of the Board (CA-FDCH) have officially launched a set of books, reports and their new webpage.

The event took place at the Dili Convention Centre (CCD) on the same day that FDCH was celebrating its 6th anniversary. Several state members attended the ceremony, namely H.E Prime-Minister Rui Maria de Araújo, H.E. the  former President of the Republic, Dr. Jose Ramos Horta, several members from the Government, the National Parliament, the president of the different political parties, representatives of several national and international NGOs, the Rectors of several Universities, Diplomats, Development Partners and others.

The Head of the Board of the Human Capital Development Fund (CA-FDCH), Mr. Kay Rala Xanana Gusmão, asked the academic community and the non-government organisations (NGO) to read the documents now published and offer their feedback, aiming at improving FDCH’s processes.

The Head of the CA-FDCH (Presidente do Conselho de Administração), who is also the Minister of MPIE, explained that it was expected that the guests at the event effectively read the books being published, which was, in fact, the reason why they were being distributed, hoping that the civil society and the academic community could contribute with their insights, comments and recommendations, having the development of the Timorese human resources in mind.

«Therefore, we would like to ask you to, please, read these documents and give us your feedback. As I always say, our people has several virtues for sure, as when we look back we can see everything which has already been done and produced, everything which has improved, those things are facts and they were accomplished by the Timorese people,» Kay Rala Xanana Gusmão said during his speech.

The Head of the Board has also commented on the importance of quality development and education of the human resources in Timor-Leste, as well as the possibility to quickly access the labour market, addressing the Universities and asking them to improve their teaching-learning systems.

«You [Universities] educate people but it is also your job to know how they get a job; universities should have a commission or a committee for those matters, otherwise it’s difficult,» Xanana Gusmão denoted.

The Prime Minister (PM) Dr. Rui Maria de Araújo, who also attended the event, said that he was very glad with the work delivered by FDCH, having also requested comments on the books and reports published.

«I am very happy with this work from FDCH as it presents facts. Human resources are the key for the country’s economic development, for its people wellbeing and poverty reduction,» the Head of State stressed in his opening speech.

PM has asked the public, in particular the civil society and academics, to analyse these reports and give back their insights, so that these documents could be effectively used for the improvement of policies and the effective development of human resources in Timor-Leste.

PM believes that there has been a very good coordination between FDCH and government institutions, regarding the training of their employees. The Prime Minister has asked for the identification of all the beneficiaries to date, though.

The following documents were launched in this event: 1) FDCH 5-Year Report, 2) FDCH 2011-2014 Programme Assessment and Results, 3) Public Sector Human Resources Mapping and Analysis, 4) Scholarship Programme Guide and Training Programmes Guide, 5) FDCH 2016 Annual Report, 6) FDCH Guide and Procedures and 7) Human Resources Handbook for FDCH staff. It was also launched FDCH’s official webpage – www.fdch.gov.tl – where the general public can access all data and information on FDCH’s activities. (Media FDCH)
