DILI, 27/2/2017 (FDCH) – the Human Capital Development Fund (FDCH) has started to accept applications for the awarding of 52 Scholarships to Combatants and Veterans’ descendants for studying Veterinary Medicine and Engineering in Indonesia.

FDCH Executive Secretary, Isménio Martins da Silva, said that this is the first edition of this type of Scholarship places; the programme was firstly agreed upon by the Board of the Human Capital Development Fund (CA-FDCH) on the 3rd of October 2016. The CA-FDCH is headed by H.E. Kay Rala Xanana Gusmão, Minister of Planning and Strategic Investment (MPIE) and has five permanent members, namely the Ministry of Finance, the Ministry of Education, the Ministry of Justice, the Ministry of Petroleum and Natural Resources, the Secretary of State for Professional Training and Employment (SEPFOPE).

«Based on the powers allocated to the Board of the FDCH (Conselho de Administração do FDCH) by Decree-law 12/2011 dated March 23, number 4, amended by Decree-law 11/2015 of June 3, the FDCH decided to accept applications for the Scholarship Programme specifically and solely targeting former Combatants and Veterans’ offspring for continue studies at higher level in universities abroad. This programme is also sustained by Decree-law 30/2008 of August 13 which regulated the awarding of Scholarships to study abroad and also by the powers allocated to the FDCH-MPIE Secretariat, as per Ministerial Diploma 9/2011of April 13, article 11, point 2, which refers to the scholarship and training programmes in foreign countries,» the Executive Secretary himself, Isménio Martins da Silva, clarified during the joint conference attended by the Directors from the Ministry of Education, the Ministry of Social Solidarity and the Ministry of Agriculture and Fisheries.

The Executive Secretary added that the scholarship programme for the children of former Fighters and Veterans was also approved by the President of the Republic through the 2017 State Budget approval, detailed on budget book number 6, which specifically refers to the special funds, including FDCH, being also in line with the MPIE Cabinet Decision (Ministerial Order) nr. 1/MPIE /I, 2016, signed by H.E. the Minister Mr. Kay Rala Xanana Gusmão and published in RDTL’s Official Journal (Jornal da República).

The selection criteria determine that all applicants must, in fact, be former Combatants and Veterans’ offspring, must be minimum 17 years old and maximum 30 yeras old, must enclose the Veterans Offspring Form from MSS, good highscool scores in the High school Certificate, especially for Natural Sciences (IPA).

Selected Fellows will study at the Institutute Teknologi Sepuluh Nopember Surabaya (ITS), which will receive 42 students in different engineering areas and at the University Udayana Bali, which will receive 10 students for a first degree in Veterinary Medicine.

Engineering courses include: Maths, Mechanical Engineering, Electric Engineering, Chemical Engineering, Physical Engineering, Industrial Engineering, Material and Metallurgical Engineering, Industrial Design, Urban and regional Planning, Naval Construction Engineering, Naval Construction Systems Engineering and Naval Engineering and Maritime Transportation.

Students interested in this scholarship programme should submit their applications to FDCH between March 2 and Abril 3.

Applicants who pass the first selection phase will then sit the so called Test Potensial Akademik (TPA) and an Interview.

The Juri for the selection process consists of two representatives from both educational institutions, the Institutute Teknologi Sepuluh Nopember Surabaya (ITS) and the Udayana Bali University.

Please, be also aware that the 52 selected applicants will automatically qualify for a three month bridging course at ITS and Udayana, respectively, in the beginning of 2017 school year. (Media FDCH)
